MANAGING UNIVERSITIES POLICY IMPLEMENTATION IN NIGERIA: IMPLICATION FOR EFFECTIVE PRACTICE

Managing policy implementation has become one of the challenging issues universities in Nigeria face. On this note, it becomes necessary to examine managing policy implementation in universities in Nigeria. As the highest tertiary institution in Nigeria, the university has continued to expand and impart knowledge to its students. It has evolved into one of the tools used to reduce poverty and illiteracy within a nation for national development. The university occasionally experiences strike as a result of issues including inadequate funding, inadequate infrastructure development, and research for policymaking, among others. Despite the policies offered by the university system, these issues have continued to limit the sustainability and transformation of the system. Some of the policies that have been threatened by these challenges are making a professional course content that reflects the current economic situation, sponsoring of research works, intensifying and diversifying its programmes for manpower development within the context of the needs of the nation, ensuring a conducive and enabling teaching and learning environment, ensuring adequate lecturer welfare, personnel capacity development, and many other policies. As result of universities sustaining the set goals of establishing the university system, some of the ways of managing policy implementation is for the university becoming totally independent on its policies in the National Universities Commission's (NUC) and independent financial generation. In light of this, efficient and effective management of policy implementation is required to establish a university system that would secure the socioeconomic development of the nation.
